Groover was born in Washington, D.C., and educated at George Washington University (A.B. 1924, LL.B 1932, S.J.D. 1942). She was a lawyer in the solicitor's office of the Veterans' Administration (1931-1941) before entering the Women's Army Corps, where she was on active duty for four years and promoted to Lt. Colonel. She served as executive officer to Col. Oveta Culp Hobby, Director of the WAC, and as acting director in her absence. Groover retired in 1959.
