Silviculturist. Jacobs took up an appointment as a forest assessor in the Federal Capital Territory in 1926 and became chief forester in 1928. In 1941-1944 1944-1959 Principal lecturer in silviculture of the Australian Forestry School and from 1959 Director-General. His published works include "The growth habit of the Eucalyptus" (1955). After retirement in 1970 Jacobs became a consultant to several organisations, including the Food and Agricultural Organisation of the United Nations.
