According to what R. R. Kermack wrote inside the front cover of the album (envelope 2 in this collection), C. E. Fey took the photos of the Boulder County hydroelectric project contained in that album, and by Nov. 1947 was secretary of the Albany County Building & Loan association in Laramie, Wyo.

The purpose of the Boulder Canyon Hydro Project was to convert the idle waters of Middle Boulder Creek, which fell 2,700 feet between Nederland and Boulder, into hydroelectric power. In 1906, the Eastern Colorado Power Company began work on the major components of the project: Barker Dam and Reservoir, Kossler Dam and Forebay, a 11.7 mile gravity line and a steel penstock. The depression of 1907 forced the Eastern Colorado Power Company into bankruptcy.

In 1908, the Central Colorado Power Company took over this project. Construction proceeded uninterrupted, and the entire Boulder Canyon Hydro Project, which included a hydroelectric plant, was completed in 1910.
