Faure was born in Paris, France in 1903 and moved with his family to Erie, Pennsylvania in 1904. He attended Culver Military Academy and the University of Pennsylvania Towne School of Engineering. He held apprenticeships with various planners, gaining valuable experience in the field.

Faure worked as a planning consultant in Fairfield County, Connecticut from 1932 to 1934 and as town planner for Montclair, New Jersey from 1934 to 1940. He moved to Tucson in 1941 as a resident planner and became planning director for Tucson and Pima County in 1943. He held this position until 1947, when he went to work for the Federal Housing Administration. While with the FHA, Faure traveled to nine western states as a planning advisor. He returned to Tucson in 1951 and regained his position as planning director of Tucson and Pima County. The departments separated in 1954, and Faure was named planning director for Tucson. He retired from this position in 1968 and went to work as a private consultant.

Faure was hired in 1942 by the Saginaw-Manistee Lumber Company to design a logging camp south of Flagstaff, which he called Happy Jack. He worked as a planning consultant for the City of Flagstaff in 1948, drafting the first zoning ordinance for the city. In 1958, Faure worked as a consultant for Coconino County. He studied and proposed regulations on zoning and subdivisions, and he drafted plans and zoning reports for Flagstaff, Williams, Fredonia and Sedona. He used aerial photographs of Flagstaff, Williams and Sedona in his planning process.

Faure was former director of the American Society of Planning Officials and a member of the American Institute of Planners and the Tucson Rotary Club. He passed away on July 11, 1985.
