Historian, educator and author. Born in 1887. Professor of history at Texas Technological College from 1928-1965, and author of numerous books on Texas history. Received B.A. and M.A. degrees from the University of Texas. Received Ph. D. from the University of Pennsylvania in 1924. Before arriving at Texas Tech, he taught history at Peacock Military College, San Marcos Baptist Academy, North Texas State University, and Furman University. Shepard became chairman of the Texas Technological College History Department in 1939. He retired in 1965. Shepard specialized in Texas history, with emphasis on Texas constitutional and 20th century history, and Texas during Reconstruction. Author of several books including "Seven Decades of the Texas Constitution," (1954), Texas and the Fair Deal" (1954) and "W. Lee O'Daniel and Texas Politics" (1944).
