The New Hampshire Social Welfare Council was founded in 1949 through the merger of the New Hampshire Conference of Social Welfare and the New Hampshire Citizen's Council. The mission of the organization was "To awaken in the public a better understanding of New Hampshire's general welfare needs and to develop more widespread support of measures proposed for aiding those needs."
