Mildred Bernice Peoples was born July 9, 1916 near Montezuma, Kansas to Verdinand D. and Cordella (Jackson) Peoples. She attended school in Montezuma and Garden City, Kan. and Sacramento, California. She took classes at Sacramento Junior College and graduate from the Security Training Institute of San Diego, Calif. in 1971. Mrs. Mounger lived and worked in California from 1947 to 1958, when she and her husband moved to Okinawa where he was stationed. She returned to California in 1961 and moved to Topeka, Kan. in 1971.
Mrs. Mounger held a variety of positions including that of housekeeper. While in Sacramento, she began the Capital Household Technicians and, following her return to Topeka, she began the Topeka Household Technicians (THT) in 1975; both organizations were affiliates of the National Committee on Household Employment (NCHE). In 1976, THT was incorporated as a non-profit organization. THT held various goals including improving the economic and social status of household technicians and establishing training for those workers. In 1981 the membership voted to change THT's structure; THT became the Information Center for Household Employers-Employees, a placement and referral organization. The organization dissolved in 1987.
Besides her work for household technicians, Mrs. Mounger was also highly active in various organizations. She was a member of the Democratic Central Committee in Topeka, was elected a Democratic Precinct Committeewoman, and an alternate to the 2nd District Democratic Committee in Shawnee County. Mrs. Mounger was also a member of the Mayor's Commission on the Status of Women from 1976-78, the YWCA, the NAACP, the Kansas State Client Council, the East Topeka Community Development Organization, and was a member of Brown Chapel A.M.E.
Mildred Peoples married Henry Gordon Reid; she later married Harold Finley Mounger. She had one son, Robert LeRoy Mounger, and one stepson, Harold F. Mounger, Jr. Mildred P. Reid Mounger died June 7, 1999.
