On 15 April 1977, the university's Faculty Council established "an ad hoc committee on committees and operations of the council, consisting of members of the Agenda Committee and the members of the Committee on University Government, with the chair of the faculty as chair." The committee's charge was to solicit input and initiate a review of the operations of the Faculty Council, particularly in regards to faculty participation in the governance of the university.
