Elgin Ralston Lovell Gould was an alumnus of The Johns Hopkins University (Ph. D 1886) who was active in urban housing reform in New York City from 1896-1915. Gould sought to provide comfortable, affordable housing for workers through the City and Suburban Homes Company. The company built model tenement houses in New York as a business investment.
