Gould, E. R. L. (Elgin Ralston Lovell), 1860-1915
Variant namesElgin Ralston Lovell Gould was an alumnus of The Johns Hopkins University (Ph. D 1886) who was active in urban housing reform in New York City from 1896-1915.
Gould sought to provide comfortable, affordable housing for workers through the City and Suburban Homes Company. The company built model tenement houses in New York as a business investment. Gould'sinterest in reform also extended to politics. In the 1901 mayoral race he supported Seth Low's fusion candidacy against the corrupt Tammany machine. Gould served as City Chamberlain (city treasurer) during Low's administration. Gould died on August 18, 1915 in Canada, the victim of a riding accident. He was survived by his widow, the former Mary H. Purnell, three sons, Earl C.B., Lyttleton B.P. and John H.P. and one daughter, Mrs. Melzar M. Whittlesey.
