Biographical notes:

José Moñino y Redondo, Conde de Floridablanca, was a successful criminal prosecutor who was named Spanish ambassador to Pope Clement XIV in 1772. He became chief minister of King Charles III in 1777 where he initiated reforms in bureaucracy, education, and foreign policy. He was driven from power in 1792 by the Aragonese faction at court, but returned to authority briefly after the Napoleonic invasion of 1808.
