Paul Smith was educated in business administration. In February 1973, he was hired by the U.S. Department of Health and Human Services, Regional Office of Family Planning Services in Dallas, Texas. Prior to that he was Deputy Director of the Louisiana Statewide Family Planning Program at the Family Health Foundation in New Orleans, Louisiana. He died circa 1999.
