William H. Wadhams was appointed by New York Governor Charles Evans Hughes In September 1909 as a Commissioner to examine and investigate the management and affairs of the office of William Leary, State Superintendent of Elections for the Metropolitan Election District. As a result of his investigation, Wadhams produced a lengthy report that offered many recommendations for ways to reform Leary's department.
