H.H. Finnell graduated from Oklahoma A & M College (1917), was foreman of the Oklahoma A & M Experiment Station (1917-1920), director of Panhandle A & M Experiment Station (1923-1934) and then was placed in charge of the Soil Conservation Service, Southern Great Plains region (1941).
