The post of Supervisor of Administration was established in 1916, and succeeded by the Commission on Administration and Finance in 1922, in turn succeeded by the Executive Office for Administration and Finance in 1963.

St 1916, c 296 abolished the Commission on Economy and Efficiency (established 1912) and the State Board of Publication (established 1902) and assigned their functions to the post of Supervisor of Administration. St 1922, c 545 (see also St 1923, c 362) abolished that office and assigned its functions along with certain bookkeeping and accounting functions from the departments of the state treasurer and state auditor to the Commission on Administration and Finance (reorganized per St 1948, c 610). St 1962, c 757 replaced the commission with the Executive Office for Administration and Finance. Its functions as currently described in MGLA c 7 constitute fiscal and managerial oversight of the executive branch of state government and include financial operations (budgeting, state and local govenmental fiscal oversight, tax revenue collection, and enforcement of financial obligations); central services (procurement of goods and services, automated data processing, and state buildings); personnel (including collective bargaining and employee benefits); and administrative law services (appeal hearings, dispute resolution, and antidiscrimination enforcement).
