James Wickes Taylor, consular officer, author and journalist, was born in Starkey, New York. He graduated from Hamilton College in 1838, studied law in Cincinnati, and founded and edited newspapers in Ohio. Taylor was active in politics in Ohio and Minnesota. From 1859-1869 he was a special agent of the Treasury Department, charged with investigating trade and transportation between the United States and Canada. In 1870 he became American consul at Winnipeg. Taylor died in Winnipeg and was buried in Utica, New York.
