This inscription is almost certainly by the French writer Henri Meilhac (1831-1897), who co-wrote the libretti for a number of operas and operettas, including Bizet's Carmen; Massenet's Manon; and Offenbach's La Périchole, La vie Parisienne and La belle Hélène.
