The Public Administrations Clearing Service (PACS) was established at the University of Florida in 1948 to provide assistance to city, county, and state agencies in preparing surveys on specific issues or needs and to publish such surveys for the benefit of other agencies. PACS published two pamphlet series, Studies in public administration and Civic information.

The Public Administration Clearing Service (PACS) was established in 1948 "to make available research and consultant facilities in the field of Public Administration." It was intended to provide assistance to city, county, and state agencies in preparing surveys on specific issues or needs and to publish such surveys for the benefit of other agencies. PACS was administered by the Dept. of Political Science and many members of the faculty, such as Ruth McQuown and Manning J. Dauer, were active participants. PACS published two pamphlet series entitled Studies in Public Administration and Civic Information.
