Biographical notes:

Charles S. Sperry graduated from the U.S. Naval Academy in 1886. He was CO of the USS Yorktown in 1898, and senior officer of the southern squadron of the Asiatic Fleet. He served as president of the Naval War College, 1903-1906. As CIC of the U.S. Battle Fleet, he led the Great White Fleet during its cruise around the world in 1908-1909. He retired from the Navy in 1909 and died in 1911.
