Biographical notes:

Frank Ramsay McNinch was born in Charlotte, N.C. in 1873. He graduated from the University of North Carolina with a degree in law in 1899 and eventually entered politics, winning a seat in the N.C. General Assembly in the 1905 session. He was mayor of Charlotte from 1917 to 1921. In 1930 President Hoover appointed him to serve on the Federal Power Commission and he became chairman of the FPC in 1933. In 1937 President Roosevelt appointed McNinch to serve as the chairman of the Federal Communications Commission. He became the Special Assistant to the US Attorney General in 1939 and he retired in 1945. He died in April of 1950.
