The Territorial Irrigation Engineer was established by a legislative act in 1905 (1905 Laws of N.M., Chp. 102, Sec. 11) and abolished by a legislative act in 1907 (1907 Laws of N.M., Chp. 49, Sec. 73). The same 1907 legislative act established the Territorial Engineer (1907 Laws of N.M., Chp. 49, Sec. 4). In 1919 a legislative act abolished the Territorial Engineer and established the State Engineer (1919 Laws of N.M., Chp. 46, Sec. 1-2). In 1977 a legislative act abolished the State Engineer Office as an independent entity (1977 Laws of N.M., Chp. 254, Sec. 4). The same 1977 legislative act established the Natural Resources Department and made the State Engineer director of its Water Resources Division (1977 Laws of N.M., Chp. 254, Sec. 111). In 1982 a legislative act abolished the Water Resources Division of the Natural Resources Department (1982 Laws of N.M., Chp. 10, Sec. 3). The same 1982 legislative act re-established the State Engineer Office as an independent entity and transferred to it the functions of the Water Resources Division (1982 Laws of N.M., Chp. 10, Sec. 8). The State Engineer is appointed by the Governor and is responsible for administering state water regulations.
