John Davis Larkins, Jr., an attorney in Trenton, N.C., was born on June 8, 1909. Judge Larkins was a member of the North Carolina State Senate and President Protempore, a soldier in the U.S. Army, chairman of annual North Carolina Jefferson-Jackson Day Dinners, secretary of the North Carolina Democratic Executive Committee (1952-1954) and its chairman (1954-1958), chairman of the Governor's Advisory Budget Commission, member of the Democratic National Committee, delegate-at-large to theDemocratic National Convention, and an unsuccessful candidate for the Democratic nomination for governor of North Carolina. In 1961 he was appointed by President John F. Kennedy as U.S. District Judge for the Eastern District of North Carolina.
