Biographical notes:

The first woman member of the Massachusetts Governor's Council, Andrews was born in Manchester, England, and raised in Boston, Mass. Active in Jewish welfare work, Andrews also was instrumental in establishing a Juvenile Court in Massachusetts. Other interests included suffrage for women, the safeguarding of milk supplies, and minimum wages for women in the clothing industry. She chaired the Prison Board in the State Department of Correction (1919) and the Council for the Protection of Women and Children in Industry (1927), and was appointed to the Governor's Council by Alvan T. Fuller in November 1927.
