Biographical notes:

The Illinois Legislative Council (1937-), composed of equal numbers of senators and representatives plus the Senate president pro tempore, the House Speaker, and both minority leaders, studies state government and general public welfare; constitutional and statutorial effectiveness; public policy; and assists with legislation preparation. Council research staff prepare formal research reports based on legislator proposals; make periodic reports and recommendations to General Assembly; provide quick research service for legislators; and administer the legislative staff internship program (1967- ). A legislative unit (1965-) assists legislative committees, commissions, and other state agencies while the Council's research director is an ex offico Illinois Commission on Intergovernmental Cooperation member. While the Commission to Study State Government, or Schaefer Commission was active (1949-1950), the director also served as research director for that commission's survey of state governent organization.
