Ira Vaughn Hiscock (1892-1986) was born in Farmington, ME. He received his batchelor's degree from Wesleyan University and his masters and Ph.D. from Yale University. Trained as a bacteriologist, he joined Yale's School of Public Health faculty in 1920 and retired in 1960; an endowed professorship there now bears his name. He was member of the Connecticut Department of Health (1914-1917) and served as president of the National Health Council, the American Public Health Association, the Association of Schools of Public Health, and the National Society for the Prevention of Blindness. He was also an active member of the World Health Organization. He was known as innovator in the areas of public health surveys in the U.S., and conducted similar studies in Samoa. Hiscock was a frequent consultant and volunteer to local, state, and national health councils and social welfare agencies.
