When Mexican and Civil War soldiers mustered out of service, many regiments turned their flags over to the state of Ohio. The General Assembly authorized the purchase of glass cases to display battle flags in the Statehouse. The battle flag collection increased as flags from the Spanish-American War, World War I and World War II were deposited. By the 1960s the flags were in poor condition. A committee to oversee the restoration of the flags was formed. Photographs were taken of the flags as part of the conservation process. Commercial artist Robert Needham painted illustrations of a large number of Civil War battle flags. In 1970 the flags and the audiovisual collection came to the Ohio Historical Center.
