Republican representative from Florida, born in Pennsylvania. Served in the War Department on Special Duty on the Union side of the Civil War until he was relocated to Florida in 1865 to oversee the reconstruction of Florida. Admitted to the state bar in 1868 and served in the State Senate from 1869-1872.
