Rosenbaum, Betsey R.

Betsey Rosenbaum has worked with the American Public Human Services Association (ASHSA) from 1976 until 2003. In 2006, after Rosenbaum's retirement, this synopsis of her career was published in Fostering Families, Fostering Change, a newsletter by Casey Family Programs. During her 27-year tenure at the American Public Human Services Association (ASHSA), Rosenbaum and her staff led and coordinated policy efforts with state human services commissioners and private organizations like the Child Welfare League of America and the Childrens Defense Fund. She helped develop The Intercounty Adoption Guidelines in 1979, and she was the point of contact at APHSA for congressional staff working on legislation like the Child Abuse Prevention and Treatment Act (1984), the Adoption and Safe Families Act (1997), and the John H. Chafee foster care Independence Act (1999). In 2001, she testified before the House Ways and Means Subcommittee on Human Resources, recommending reauthorization of the Promoting Safe and Stable Families Program.(Fostering Families, Fostering Change, Casey Family Programs, 2006.)From 2003 to 2006 she worked with Casey Family Programs. Rosenbaum supervised the Casey Family Program's Breakthrough Series Collaborative (BSC) on Reducing Disproportionality and Disparate Outcomes for Children and Families of Color in the Child Welfare System. Rosenbaum was also the leader in creating and staffing the National Association of Public Child Welfare Administrators (NAPCWA).
