Rosenbaum, Betsey R.

Betsey Rosenbaum has worked with the American Public Human Services Association (ASHSA) from 1976 until 2003. In 2006, after Rosenbaum's retirement, this synopsis of her career was published in Fostering Families, Fostering Change, a newsletter by Casey Family Programs. During her 27-year tenure at the American Public Human Services Association (ASHSA), Rosenbaum and her staff led and coordinated policy efforts with state human services commissioners and private organizations like the Child Welfare League of America and the Childrens Defense Fund. She helped develop The Intercounty Adoption Guidelines in 1979, and she was the point of contact at APHSA for congressional staff working on legislation like the Child Abuse Prevention and Treatment Act (1984), the Adoption and Safe Families Act (1997), and the John H. Chafee foster care Independence Act (1999).
