D, Univ. of Chicago, 1941; LHD, Otterbein College, 1947; director of adult activities, university settlement, Chicago, 1931-34; worked in Denver office of the Colorado State Emergency Relief Administration, 1934-36; resident asst. then director of the dept. of social welfare administration, Russell Sage Foundation, 1936-48; professor of social welfare (1948-70), dean of the School of Social Welfare (1948-60), and from 1970 professor emeritus, UCLA; deputy director of UNRRA China Mission, Foreign Economic Administration and US State Dept., 1943-46; vice-president, National Conference on Social Welfare, 1948; vice-chairman, White House Conference on Children and Youth, 1960; publications include The WPA and federal relief policy (1943) and Social welfare : values, means, and ends (1969).
