Biography
Donald Stevenson Howard was worked as a social welfare administrator, professor at and dean of the School of Social Warfare at the University of California at Los Angeles.
Howard was born on September 22, 1902 in Tokyo, Japan. He graduated with an A.B. from Otterbein College in 1925, an A.M. from Denver University in 1931, and a PhD in social welfare from University of Chicago in 1941.
He worked as director of adult activities at the university settlement in Chicago from 1931-34 and then began work in the Denver office of the Colorado State Emergency Relief Administration. Two years later he became the resident assistant and then director of the department of social welfare administration of the Russell Sage Foundation. In 1948, he moved to Los Angeles to become a professor and the dean of the School of Social Welfare. He became a professor emeritus in 1970. During his career he also periodically served as the deputy director of UNRRA China Mission, vice-president of the National Conference on Social Welfare, and vice-chairman of the White House Conference on Children and Youth.
