Title: Meeting agenda and minutes, 1935-1984.

The Dept. of Human Resources is responsible for promoting a unified development of welfare activities administered by agencies of the state and local governments. This record series, meeting agenda and minutes, 1935-1984, documents the actions of the Board of Public Welfare, later known as the Board of Pensions and Security, in establishing the policies, rules, and regulations under which the Dept. provides services to dependent children, the blind, handicapped, aged, and others deemed eligible for public assistance. The series is arranged chronologically by year; the records for each year are contained in separate loose-leaf notebooks. Included among the minutes of quarterly board meetings are correspondence between board members, memoranda, telegrams, newspaper clippings, press releases, financial statements, departmental audit reports by the Examiners of Public Accounts, proposed budgets, agreements and contracts between the Dept. and other state and federal agencies, lists of permanent and temporary employees, progress reports on personnel, resolutions and legislation, and blank application forms for persons applying for welfare assistance. Of particular interest are the records for the years 1935-1949 when Luola Dunn served as Commissioner of Public Welfare. The records document the period during which the Dept. assumed many of the duties and responsibilities of the Ala. Relief Administration, the Works Progress Administration, and the Federal Emergency Relief Administration. Some topics discussed include: the allocation of federal funds to the counties; the licensing of maternity hospitals and foster homes for children; the establishment of day care facilities for working mothers during World War II; the investigation of persons seeking "undue hardship" exemptions from local draft boards; the screening of applicants for the Women's Army Corps; follow-up services for syphilis and gonorrhea patients; and the development of curricula for graduate and undergraduate degrees in social work. Significant correspondents include Thad Holt of the Ala. Relief Administration and Aubrey Williams of the Works Progress Administration.

Thad Holt Papers, 1930-1980, 1930-1970

Title: Thad Holt papers

Thad Holt (1898-1984) was a radio and television executive in Alabama and a figure in the New Deal's emergency agencies in the 1930s. Holt headed the Works Project Administration in Alabama under the Roosevelt administration from 1932 to 1936 and served in Washington as assistant administrator of the WPA in 1936 and 1937. In 1956 he served as a special consultant on overseas television projects for the United States Information Agency's Voice of America. A pioneer Alabama broadcaster, Holt and his business partner Edward L. Norton leased Birmingham's WAPI-AM from a local group of businessmen (incorporated as "The Voice of Alabama") from 1937 to 1953. During that time, Holt and Norton established FM radio and television for the first time in the state; they launched WAFM (later called WAPI-FM and now WJOX-FM) in 1947 and the first television station in Alabama, WAFM-TV (now WVTM-TV) in 1949. The Alabama Educational Television Commission was created in 1953, and Holt and Norton were employed to supervise the planning and construction of the first and any subsequent non-commercial TV stations. When the first two stations began broadcasting in 1955, Alabama became the nation's first state with an educational television network. Holt was an early proponent of using satellites for transmission of educational programs. The collection documents Holt's career in Alabama broadcasting from 1930 to 1980 in educational television, cable television, and satellite broadcasting. It includes business records, business, and personal correspondence, financial records, and other documents.

The function of this series is to document federal relief in Alabama. There is a biennial report, forms book, a publication of the same name describing the policies, organizations, and other aspects of the Alabama Relief Administration (ARA); a publication of the same name detailing various aspects of the Rural Rehabilitation Program, a research bulletin on landlord-tenant relations, and a field report on the Transient Bureau. Of particular interest is the organizational chart of the ARA, with B. M. Miller, Governor, and the ARA Board consisting of Algernon Blair, Donald Comer, John H. Peach, Gessner McCorvey, and Grover C. Hall, with Thad Holt as Director. The biennial report also contains information of note, including a map of FERA projects in Alabama, details about policy formulation and changes, and details about all of the various relief efforts in the forms of narratives, statistics, charts, and maps down to the county level. The field report of Ranald Savery to the Transient Bureau details his four weeks of travels through Alabama as a transient. He began in Mobile, traveled to Pensacola, Florida, then back into Alabama at Flomaton, Montgomery, Birmingham, Florence, Athens, Gadsden, back to Birmingham, Montgomery, and the Mobile area. The report is very specific and many stories about individuals are given in it.

Papers, 1880-1947 and n.d., containing correspondence, letters, telegrams, biographical records, genealogical records, financial records, invitations, photographs, a diploma, campaign records, speeches, a script, voting records, bills and resolutions proposed by the U.S. Congress, hearings, reports, clippings, memoranda, subject files, diagrams, press releases, and other materials. This collection documents the life of Bankhead (1872-1946), particularly that part of his career in the U.S. Senate involving agriculture and farm tenancy. Other aspects of his senatorial career are not as well documented. His personal life and political campaigns also are represented, as is his work in 1940 with the Democratic National Committee. There are several good photographs of the former Senator, however, as well as other family members. Of interest are the folders of correspondence between Bankhead (1872-1946) and his sister, Marie B. Owen. U.S. and Ala. political, economic, and social issues are discussed in great detail, as is the Ala. Dept. of Archives and History. Also of interest are the "turtle" letters to his granddaughter Louise B. Davis, written while Bankhead (1872-1946) recovered from illness in 1936-1937.
