Included are orders authorizing the release of $2000 to the state Board of Health to fight yellow fever in September 1897; directing the formation of a committee to collect funds, clothing and food for "starving and destitute Cubans" in January 1898; and instructing troops to assemble in Covington and Newport to restore the public peace in November 1899. Also included are orders commuting death sentences; authorizing troops to travel through the state; and authorizing the instruction of State Guard.

Physicians who wished to practice in the state were required by law to obtain a license from the State Board of Health; if this was refused, a final appeal could be made to the governor. Included are appeals from several doctors whose requests for licenses had been denied by the Board of Health, with arguments and endorsements from both sides, and the governor's final decision.
