The Public Service Commission functions to supervise and regulate public utilities in Alabama. These reports are primarily annual reports, though from 1915-1919 biennial reports were issued. There are also some gaps, such as those from 1921-1926, 194, 1943-1953, 1966, 1971, and 1992 to the present. The 1881-1919 annual and biennial reports occupy six cubic feet, while the 1920-1991 reports occupy less than two cubic feet. The 1881-1919 reports contain much more information that those from 1920 forward, which are little more than bried statistical summaries. The description therefore concentrates on the earlier and much more informative reports. The pre-1920 reports detailed information that included the rates charged (by railroads until 1915, then by utilities of all kinds), condition of the reailroads, railbed, rolling stock, accidents, the name of the those on the railroad's Board of Directors, the debt and earnings of the railroad, capital stock, and other matters. In 1915 public utilities were added to the responsibilites of the PSC. The annual and biennial reports predating 1920 report primarily on railroads, as the name of the agency did not change until 1915 from Railroad Commission to Public Service Commission (PSC). Many elements about railroads are discussed. Much of the information in the annual and biennial reports came from reports submitted by the railroads themselves, as well as complaints, hearings, decisions, and orders issued first by the Railroad Commission and then by the PSC.
