Inventory of the Francis C. Turner Papers 1929-1997
Francis C. Turner (1908-1999) was born in Dallas, Texas, and graduated from Texas A & M University in 1929 with a bachelor's degree in civil engineering. He worked as a highway engineer for the Bureau of Public Roads, earning a professional degree in civil engineering from Texas A & M University in 1940. Turner was selected to work on the Alaska Highway Project in 1943. From 1946 until 1949 Turner helped restore roads and organize a highway department in the Philippines, serving as coordinator of the Philippine Rehabilitation Program by 1949. Upon his return to the United States, he became Assistant to Bureau of Public Roads Chief Thomas H. McDonald. In 1954 Turner was appointed Executive Secretary to President Dwight D. Eisenhower's Advisory Committee on a National Highway Program, or Clay Committee, (so-called after its Chair, General Lucius D. Clay). Turner's work on this committee is widely acknowledged as being instrumental in the passage of the highway legislation that established and provided for the funding of a national interstate highway system. Turner continued to work for the Bureau of Public Roads and its successor, the Federal Highway Administration, for the rest of his career, and ultimately headed these organizations. In 1967 President Lyndon B. Johnson appointed Turner as Director of the Bureau of Public Roads, an occasion Johnson may have commemorated by giving Turner an inscribed copy of his book . Later, President Richard M. Nixon appointed Turner as Federal Highway Administrator (1969). Although Turner retired from this post in 1972, he remained active in the service of the highway program for the rest of his life. Influential in transportation circles, Turner was a member of an elite circle of transportation experts known as the and was also in constant demand as a consultant by agencies such as the Transportation Research Board and the International Road Federation. Perpetually researching issues relating to the transportation field, Turner remained a champion of highway causes until his death in a Goldsboro, North Carolina hospice facility in 1999.Series 1. through Series 4. of the Francis C. Turner Papers include highway engineering reports written for the Bureau of Public Roads, Clay Committee papers dating from the 1950s hearings on the development of a national interstate highway program, and speeches, publications, correspondence, and research notes generated by his career as a federal highway official. The bulk of the Turner's post-retirement and consulting work materials are found in Series 5 through Series 9, including maps, photographs, research notes and manuscript drafts for a three-year study he and Harmer E. Davis conducted for the International Road Federation. The study, (1977), compares transportation needs in urban areas in fourteen countries, including the United States. Another large portion of the papers found in Series 7. contains papers related to Turner's membership in various associations. Throughout his lifetime Turner remained devoted to groups such as the Highway Users Federation and the American Association of State Highway Officials. Correspondence, speeches, and conference notes related to these associations reflect his continued involvement in the transportation field almost until the year of his death. The Papers also include correspondence, transcripts, and drafts of several reports recording the history of the interstate highway, a subject for which Turner was a popular informant. The most extensive project is a study by the Public Works Historical Society, commissioned by the American Public Works Association and the American Association of State Highway Transportation Officials. The Travel Literature Collection is an assembled collection gathered from many sources covering the period from 1826 to the present. The collection is ongoing. One of the major contributors was the American Automobile Association of Michigan. The collection consists of eleven series and is arranged by format in alphabetical order. The Brochures series, 1880-1994 (4.8 cubic ft.), advertises attractions, destinations, or travel related services of interest to tourists. General categories include: attractions; hotels, restaurants and tours; and recreational activities. The Diaries series, 1906-1947 (0.4 cubic ft.), contain an individual's printed or handwritten record of a trip and are arranged by date. The Directories series, 1910-1992 (1.6 cubic ft.), contain lists of resources in specific locations of interest to travelers. While some directories relate to specific geographic areas, others encompass large regions of a country or the world. Subseries include Accommodations & Dining, Automobile Rental, and Campgrounds & Trailer Parks. The Guidebooks series, 1842-1993 (10.8 cubic ft.), provides information for traveling to and/or touring a destination. Guidebooks may also provide accommodations, dining, and other resource listings, as well as small maps of the area. Guidebooks in this collection include tour books such as those published by AAA and other organizations. The Pamphlets series, 1839-1990 (0.8 cubic ft.), like brochures, advertise attractions and give travel related information, but are lengthier than brochures. The Road Maps and Atlases series, 1831-1989 (5.2 cubic ft.), includes maps that show all main streets or roads in a particular city, country, state, district or region. Road atlases are bound collections of road maps. Road maps include route maps, route books, strip maps, AAA Triptiks, photographic route maps and distance maps. The Schedules series, 1826-1993 (0.8 cubic ft.), show air, boat, bus and railroad travel arrival and departure times. The Souvenir series, 1895-1989 (0.4 cubic ft.), includes items collected to commemorate travel experiences. The Souvenir Books series, 1871-1987 (4.2 cubic ft.), includes books that commemorate a visit to an attraction or destination rather than act as a guide during the visit. They may contain only pictorial images or background information with images. The Tickets series, 1875-1990 (0.2 cubic ft.), includes admission, passenger and toll tickets. The Oversize series, 1851-1990 (8 oversize boxes), includes brochures, guidebooks, pamphlets, road atlases, road maps, schedules, souvenirs and souvenir books.

The Operations and Activities category documents the range of activities undertaken by the OAAA. These included sales, industry promotion and education, the monitoring of legislation and public policy affecting outdoor advertising, and public service campaigns. These files show the interactions between the OAAA and both governmental and non-governmental agencies and interest groups, such as the American Automobile Association, the National Safety Council, the Advertising Council (and its precursor the War Advertising Council), and the General Federation of Women's Clubs, as well as some notable individual activists such as Elizabeth Lawton. The Archives show the relationships, sometimes oppositional but frequently collaborative, between these agencies and the OAAA, over topics that included legislation and litigation over the regulation of outdoor advertising (at state and local as well as at the federal level) displays (posters, signs, and billboards), patriotism (especially during World War II), the energy crisis, urban renewal, zoning ordinances, the Highway Beautification Act (pursuant to the Federal Highway Acts), and highway and traffic safety. Also included in this category are case studies of a wide range of outdoor advertising campaigns, involving such client companies as the Kellogg Company, Ford Motor Company, the Morton Salt Company, Swift and Co., the Clark Candy Company (now owned by New England Confectionery Company). In addition, the OAAA and its membership conducted advertising campaigns designed to demonstrate the effectiveness of the outdoor medium, using famous figures such as Calvin Coolidge, Woodrow Wilson, Miss America Shirley Cothran, and even with a fictitious automobile, the "Testa" car.
