Title: Papers, 1892-1896.

The records are fragments that have survived in the City Archives and have been reestablished as a small record group. Most of the records are in the form of incoming letters to the mayor. In some cases related materials are fastened together. The arrangement is alphabetical by name of correspondent (corporate or individual). Where only one or two items exist for a given correspondent, those items are filed in alphabetical miscellaneous folders. Much of the material is "ceremonial" (i.e., letters of introduction/greetings, letters of appointment, etc.) but there are documents of more significance, especially in the files for city of New Orleans government agencies. The file "United States Treasury Department" contains a letter from the captain of the Rex carnival organization discussing parade routes. Individual correspondents include Congressmen Newton Blanchard, C.J. Boatner, Charles Buck, R.C. Davey, Adolph Meyer, Andrew Price, and S.M. Robertson. Also represented are Archbishop Francis Janssens and the mayors of several American cities. In addition to the correspondence there is also a copy of Fitzpatrick's 1896 report to the City Council and a questionnaire giving details on the operation of the Mayor's Office.

Assorted documents seemingly unrelated and gathered into a small collection. There are orders, enrollment and discharge certificates, a picket pass, exemption certificates, a list of men from Suffield who were ready to enroll, a list of men in the 1st Regiment Band, a circular announcing the death of President Lincoln, correspondence about a sword a Union soldier took from a Confederate officer, and two unidentified letters. Individuals whose names appear in these documents include William C. Darrow of the 26th Regiment, H. Wales Lines and James W. Hale who furnished substitutes, George W. Pomeroy who gathered the men in Suffield, John D. Smith of the 23rd Regiment and Theodore S. Gold who wrote about the Confederate sword with Louisiana Governor Newton C. Blanchard.

Title: Newton Crain Blanchard scrapbooks, 1892-1906.

Four scrapbooks on microfilm containing primarily newspaper clippings along with correspondence, political advertising, and proclamations. Clippings contain news articles and editorials about Blanchard's political career, Louisiana politics, race relations and lynchings, the New Orleans yellow fever epidemic of 1905 and the quarantine of the city, Theodore Roosevelt's visit to New Orleans after the epidemic, and the 1906 fire in the state capitol building. Correspondence is primarily from well-wishers congratulating Blanchard on his political victories and letters to and from President Theodore Roosevelt regarding help from the federal government during the New Orleans yellow fever epidemic. Political advertising consists of ribbons promoting Blanchard's congressional and gubernatorial campaigns. Also included are two proclamations signed by Blanchard: one from the Louisiana Purchase Exposition in St. Louis, Mo. stating that August 20, 1904 was Louisiana Day at the exposition along with a program of activities for the day; the other from the Lewis and Clark Exposition in Portland, Oregon proclaiming July 31, 1905 Louisiana Day at the exposition.

The Louisiana State Executive Correspondence consists of correspondence, invoices, tear sheets, clippings, certificates, maps, drawings, and other records created and accumulated by Governors Henry Clay Warmoth, William Pitt Kellogg, Stephen B. Packard, Francis Tillou Nicholls, Louis Alfred Wiltz, Samuel Douglas McEnery, Murphy J. Foster, William Wright Heard, Newton Crain Blanchard, Jared Young Sanders, Luther Egbert Hall, Ruffin G. Pleasant, John M. Parker, and Henry L. Fuqua in the conduct of their official duties between 1869 and 1924. The great majority of the correspondence is that of John M. Parker, dating between 1920 and 1924 and totaling 9.5 linear feet. His correspondence concerns agricultural issues; economic development; the National Guard; state educational and public health institutions; state boards, commissions, and police juries; bills and actions by the Louisiana Legislature; levees; public utilities; people seeking pardons and appointments; citizens' grievances; and other governmental matters. After Parker, most of the remaining correspondence belongs to the administrations of Luther Egbert Hall, William Pitt Kellogg, Samuel Douglas McEnery, and Francis Tillou Nicholls. Correspondence for all other governors is of a negligible quantity, always fewer than twenty items for each administration.
