Appeals to the Canal Board from decisions of the Board of Appraisers, later the Canal Appraisers, were made pursuant to Chapter 368 of the Laws of 1829; the Board's decision in these cases was final. The Board was abolished by Laws of 1926, Chapter 348.

This series consists of approximately 1900 original linen maps produced by the State Engineer and Surveyor pursuant to Chapter 199, Laws of 1910 and Chapter 51, Laws of 1917. The maps are popularly known as "Blue Line," "Laws of 1910 Maps," and "Abandonment Maps." Although the enabling statute was passed in 1910, the bulk of the maps date from 1917-1918. The maps depict all state owned lands and property prior to improvements effected for the Barge Canal System; the location of state property appropriated for the Barge Canal; and the location of the old canals and related state property in relation to the Barge Canal. The maps show Barge Canal references only where the Barge Canal intersects the old canal right-of-way. The maps are referred to as "Blue Line Maps" because state owned property along canals along canals traditionally has been designated by a blue line beginning with Holmes Hutchinson's 1834 maps that were executed prior to the first enlargement of the Erie Canal.

Papers are concerned chiefly with land holdings and business dealings of the Seymour family, and the related Bleecker family and Tibbits family. The early papers relate to the history and disposal of lands, especially in the counties of Albany, Herkimer, and Oneida, acquired during the colonial period by the Bleecker family, and include deeds, leases, surveys, and statements of expenses. Early accounts concern Philip Schuyler, financier and land holder. Papers and documents pertain to John R. Bleecker. Seymour had a great interest in the development of the New York State Canal System, and clearing the Canaseraga Swamp lands in connection with the building of a lateral canal. Other papers detail a suit involving the shipment of wheat on the canal in the 1840s, the development of business in the city of Utica, milling, banking, and iron manufacturing, and the Utica Insurance Company, in which Alexander B. Johnson and Henry Green were involved. Other topics include the Saint Mary's Ship Canal, connecting Lake Superior with the lower Great Lakes, in which Erastus Corning, Charles T. Harvey, and John F. Seymour were involved. The Saint Mary's Canal Mineral Company (of which John Seymour and Benjamin Tibbits were directors) was formed to develop lands deriving from the timber lands offered as payment for the canal. Closely connected with this company was the Fox and Wisconsin Improvement Company.
