William “Bill” P. Hobby served as lieutenant governor of Texas for 18 years (1973-1991). Born in Houston on January 19, 1932, he is the son of former Texas governor William Pettus Hobby, Sr. and Oveta Culp Hobby. He graduated from Rice University in 1953, served for several years in the United States Navy, and then joined the staff of the Houston Post, owned by the Hobby family. Hobby became executive editor and president of the newspaper company in 1965, and he remained president until the sale of the Post in 1983.
Hobby began his career in public service in 1959, serving as parliamentarian of the Texas Senate. Under President Lyndon B. Johnson, he served on the Presidential Task Force on Suburban Problems and the National Citizens Advisory Committee on Vocational Rehabilitation. In 1969, he was appointed to the Texas Air Control Board and the Senate Interim Committee on Welfare Reform. Hobby was elected lieutenant governor of Texas in 1972, and he won re-election in 1974, 1978, 1982, and 1986. During his tenure, he promoted policies to improve the state budget-making process, chaired the Hobby-Clayton Commission which recommended the Texas Sunset Act (1970s), and served on the Select Committee on Public Education (1983-1984). Following his terms as lieutenant governor, Hobby served as Chancellor for the University of Houston System (1995-1997); sat on several boards including Southwest Airlines; was a Trustee of the LBJ Foundation; and held the Sid Richardson chair in Public Affairs at the LBJ School of Public Affairs.
Hobby is married to Diana P. Stallings, and they have four children.
William P. Hobby, Sr. (1878-1964), was an editor and publisher, in addition to serving as governor of Texas from 1917 to 1921.
He was editor and owner of the Houston Post, owner of the Beaumont Enterprise and lieutenant governor of Texas from 1914 to 1917. He was married to Oveta Culp Hobby, the first woman member of a U.S. president's cabinet; first Secretary of Health, Education and Welfare (under Dwight D. Eisenhower); and first commanding officer of the Women's Army Corps.

Rayburn served as a Texas legislator from 1906 to 1912, when he was elected to the United States Congress. He was elected House majority leader, Democratic Party, in 1937, holding that position until 1940 when he was named Speaker of the House. He continued in that office until his death in 1961, except for two periods of Republican control when he served as minority leader. Correspondence, speeches, interviews, newspaper clippings, printed materials, financial records, maps, charts, and reports document the political career of Sam Rayburn.

The Texas Legislative Council was created by statute in 1949 as a nonpartisan legislative agencyto produce impartial research and information. The Council is responsible for providing research and information, bill drafting, computing, publishing,and document distribution services to the legislature and legislative agencies. Records primarily illustrate planning by the Texas Legislative Council forthe inaugurations of the governor and lieutenant governor of the State ofTexas, and consist of plans, time schedules, scripts, and a Joint Session order of business, dating from 1955 to 2003. The only inauguration within this datespan not included in these records is the 1971 re-election inauguration ofGovernor Preston Smith and Lieutenant Governor Ben Barnes. Also in these holdingsare a transcript of the October 28, 1981 meeting of the Legislative Redistricting Board of Texas; transcripts of two 1983 meetings of the Texas House of Representatives Committee on Regions, Compacts, and Districts; and Council research associate Chris Kuykendall's resource notebook for the March 3,1998 meeting of the Texas Legislative Council.

The Texas Joint Committee ofInvestigation into the Prison Commission and the Lease of the Blue Ridge Farm wascreated in 1919 and held hearings in May and June of that year to investigate thelease by the Texas State Prison Commission of 5,000 acres known as Blue Ridge Farmin Fort Bend County. After oil was discovered on the farm, Governor William P. Hobbyand the prison commissioners signed a release waiving their option to purchase theland and by doing so lost the opportunity to acquire the farm at a figure well belowmarket value. The joint committee was formed to investigate this issue and leasingpractices in general by the Prison Commission. Records of the committee consist of atyped transcript of the proceedings and the testimony heard by the committee fromMay through June 1919.
