President pro tem, 1984-1988, of S.C. General Assembly; served as S.C. Representative, 1939-1942, and S.C. Senator, 1943-1988, from Berkeley County, S.C.; served as chairman of the S.C. Senate Finance Committee in 1972 and 1984; member, State Democratic Executive Committee, 1944-1988.

Served as Board Member on: S.C. State Budget and Control Board (1972-88); S.C. Wildlife and Marine Resources Commission (1972-88); and S.C. Educational Television Commission (1973-74).

Born in Pinopolis, S.C.; son of S.C. Senator Edward James Dennis (1877-1930) and Ella Mae Coney Dennis; graduated from Berkeley High School, and while in school worked for three years as a Senate page; following graduation from Furman University in 1936, Dennis took a job with the U.S. Maritime Commission in Washington, D.C., and began law school at Georgetown University. In 1940, he received his law degree from the University of South Carolina; practiced law in Moncks Corner, 1940-92 and was senior partner in the firm of Dennis and Dennis; in 1985, a fire devastated his home and destroyed the bulk of his papers.

Title: Oral history interview with Hyman Rubin, 1995.

Interview begins with Rubin's description of his parents, Joseph Rubin (1883-1938) and Bessie Peskin Rubin, and their immigration to the United States from Poland. He concentrates particularly on his father's first business venture in California and eventual move to Norway, South Carolina, where the Rubins were the only Jewish family. Rubin recalls his father's general store there and the amicable relationships between Jewish merchants and the African American community. The family moved to Columbia, South Carolina, in the 1920s and established a wholesale dry goods business, where all members were expected to work. Rubin provides details about his childhood and mentions that although his family were members at a conservative synagogue, they did not adhere to strict Jewish customs. He also mentions attitudes regarding the relationship between German Jews and Eastern European Jews in America. Rubin summarizes his college days at the University of South Carolina and University of North Carolina and the various fraternal and literary organizations he joined. Remainder of interview is devoted to Rubin's political career. He describes his entrée (1952) into politics as a Columbia city councilman and eventual election (1966) to the South Carolina Senate. Notable are Rubin's recollections of Columbia's desegregation issues during the 1960s and his belief in and aid to non-violent transition. He mentions relationships with other South Carolina politicians, including Sen. Rembert Dennis, Sen. Marion Gressette, and Rep. Solomon Blatt (1895-1986). The interview ends with a discussion of Rubin's immediate family and their various accomplishments.

Papers arranged in six series: General, Speeches, Topical Files, Audio- Visual, Clippings, and Scrapbook material. General Files, 1973-1992, include personal and public correspondence and press releases. Of particular interest is Dennis' 1978 hand written memorandum, "Legislative Priorities and Pending Legislation for the Coming Session." Material from 1984 includes letters to Dennis on his selection as President Pro Tempore and a copy of his acceptance speech before the S.C. Senate. Papers for 1988 document his decision not to seek reelection. Speeches, 1954-1988, include drafts and related correspondence as well as the finished speeches. Topical Files include notes and interview questions of Dale Rosengarten used in her extensive oral history with Dennis, and the edited and verbatim transcripts of that interview, as well as interviews conducted for the "[Robert E.] McNair Project"; financial records; and materials documenting 1981 dedication of the Rembert C. Dennis Building adjacent to the S.C. State House. Audiovisual materials include 20 audio cassette tapes recorded by Rosengarten; and photographs [contact S.C. Political Collections for details]; also including Clippings, 1951-1995; unbound volumes, "Scrapbook material," 1938-1981, includes information (1938-1939, 1942-1961, 1963-1965) dating to Dennis' early years in the S.C. General Assembly, and the World War II and post-war eras; and bound scrapbook, 1982-Jan. 1987.
