Also, letter from Paris to the Provost of the City of Glasgow, dated Sept. 21, 1860, declining a dinner invitation there on the grounds that the negotiation of the commerce agreement has reached a crucial juncture, obliging Chevalier to stay in Paris until it is concluded.
