Benjamin Oliver Davis (1912-2002) was born in Washington, DC, the son of Sadie (Overton) and Benjamin Oliver Davis. Upon his graduation from West Point in 1936, he requested an assignment in the Air Corps, which did not accept African Americans at the time. Instead he commissioned with the 24th Infantry in Georgia. In 1938 he taught at Tuskegee as professor of military science and tactics. The Army promoted him to the rank of captain in 1940 and a year later assigned him as an aide to his father, then commander of the 2nd Cavalry Brigade in Fort Riley, Kansas. When the Air Corps began training African American fighter pilots in 1941, Davis participated in the first training program. In 1942 he became commander of the first African American air unit, the 99th Pursuit Squadron, as lieutenant colonel. From 1943 until the end of World War II, he commanded the 332nd Fighter Group. During the Korean War, he was chief of the Fighter Branch of the U.S. Air Force. He rose through the ranks to brigadier general in 1954, major general in 1959, and lieutenant general in 1965. From 1965 to 1967, he was chief of staff of United Nations Command and United States Forces, Korea. During the Vietnam War, he served in the Philippines, as commander of the 13th Air Force, from 1967 to 1968, and deputy commander-in-chief of U.S. Strike Command at MacDill Air Force Base, from 1969 to 1970. In 1970, he retired from military service and began a second career in civil service. After a few months as director of public safety in Cleveland, Ohio, in 1970, he joined the federal Department of Transportation. He held the positions of director of civil aviation security and assistant secretary of environment, safety, and consumer affairs, until his retirement in 1975. During his military career, he received three Distinguished Service Medals with two Oak Leaf Clusters, the Distinguished Flying Cross, three Legions of Merit, and the Air Medal with five Oak Leaf Clusters.

Allen Peck, a Madison, Wisconsin resident, discusses his career in the Army and his experience as a prisoner of war in the Philippines during World War II. Peck was born in Fort Wayne (Indiana) but grew up in Denver (Colorado). He describes his schooling in Denver in the 1920s and mentions he attended the University of Colorado-Boulder. After two years there, Peck petitioned his senator to nominate him for West Point. He mentions his mother pushed him to apply in honor of his late father, a veteran of the Spanish American War. Peck describes life at West Point in detail: the strict discipline, challenging classes, hazing, and importance of rank. He comments the cadets came from a variety of regional and socioeconomic backgrounds. Peck touches upon prejudice, remarking a homosexual cadet was forced to leave West Point. Peck also noticed regional tensions between Southerners and Northeasterners. He recalls Benjamin O. Davis, a talented African-American cadet, was harassed by white southerners and was not assigned a roommate because of segregation. Peck remarks Davis later became a lieutenant general and commanded the Tuskegee Airmen. In 1936, Peck graduated from West Point and was assigned to Fort George Wright (Washington). He illustrates the lack of funding for Army in 1930s; his company trained with World War I rifles and did not have enough money to travel to Fort Lewis (Washington) to practice maneuvers. Peck observes that his four-year contract was almost over when World War II broke out. In 1940, he married a woman from Spokane (Washington) and was transferred to the Philippines. Peck claims the U.S. military in the Philippines knew that the Japanese were ready for an attack, but the general population did not. He describes plush accommodations and officer club privileges at Zamboanga (Philippines). Peck mentions his wife and other Army spouses were "bored to death" partly because each officer had servants who cooked, cleaned, and did laundry. To pass time, Peck's wife taught at an Episcopalian mission school. Throughout the interview, Peck analyzes relations between officers and enlisted men and emphasizes that there was little fraternization. Peck discusses in detail the various ethnic groups, tribes, and languages in the Philippines. In particular, he covers the Moro, a Muslim tribe on Mindanao, and their practice of juramentado, suicidal assassinations against Christians or enemies. He also describes Japanese immigrants in Zamboanga and a Japanese spy who ran a Kodak camera store. In May 1941, all families of military personnel, including Peck's wife, were sent back to the U.S. because of escalating Japanese attacks in the region. Peck outlines the Japanese takeover of southern Asia. Now a Major, Peck was sent to an isolated town on the island of Mindanao (Philippines) to train the Philippine Army. Peck characterizes Filipinos as "good athletes and good soldiers" and states "there was absolutely no question of their loyalty." He remembers hearing a broadcast from Boston announcing the bombings of Pearl Harbor and Clark Field. Peck states when General MacArthur left the Philippines, the troops felt "alone" and "stuck." He criticizes General Wainwright for surrendering the Philippines when officers spread across the islands felt they had the men and training to fight back. On Mindanao, Peck was isolated from other American commanders. As the Japanese began to invade, Peck stole a Dodge and some gas in an attempt to return to the main base and find out what was going on, but he didn't get far because he'd stolen diesel fuel. Peck reveals his company was running low on food, so he bought cattle from a local famer by writing him phony checks from the U.S. Treasury. Next, Peck describes his capture by the Japanese. He had been ordered to retreat, but he and his men were caught on the wrong side of the river, and U.S. troops had blown the bridge. Peck became separated from his men when he returned to base to disarm mounted machine guns so the Japanese could not use them. Peck explains he and other POWs were brought to a former Philippine Army training camp in May 1942. They remained there until November 1942, when they were moved to a former penal colony on Davao (Philippines). Peck claims all the convicts were released to make room for the POWs. He describes a typical day at the Davao camp, working on tropical fruit farms, sleeping on the floor, and eating the bare essentials. Peck also describes the wells, latrines, and barracks. He notes that the Japanese did not respect U.S. Army ranks, but eventually they allowed American officers to supervise their own men in the fields. Peck tells of going on an unusual mission: the Japanese gave him a jeep to return to his former base on Mindanao and look for any Americans who were wounded or left behind. Following this mission, he ate dinner with a Japanese colonel and his interpreter. Peck characterizes Japanese officers as brutalizing their own soldiers for small mistakes, stating that the Japanese "killed ostentatiously" and that the punishments "didn't fit the crime." He also addresses escape attempts by POWs and graphically describes the torture and execution of two Filipino prisoners; they were tied to posts and killed by a firing squad to deter other POWs from escaping. Nevertheless, Peck reveals a couple POWs in the Air Corps who worked as machinists at the Davao camp successfully escaped to Australia. In a roundabout manner, Peck describes the various prisoner of war camps he was transferred to. After Davao, the POWs were sent to Bilibid prison in Manila (Philippines). There, Peck witnessed U.S. planes bombing Manila Bay. He tells how the Japanese loaded the POWs onto a cramped ship in Manila Bay that was bombed by the U.S. Air Force. Peck describes serious casualties among the POWs. Eventually, the POWs were taken from Manila Bay to Lingayen Gulf (Philippines) where they transferred to another ship. Peck describes sharing a crowded cargo hold with horses and having little to eat. Peck states they sailed to Taiwan, where their ship was bombed again. Peck describes arriving on a third ship in Mogi (Japan) in the winter and being given new clothes: woolen Australian Army shirts and boots with no socks. Peck was finally taken to Mukden (now Shenyang) in Manchuria where he remained for the rest of the war. Peck spends time discussing the diet of the POWs. They were mostly fed rice with leafy vegetables. He reveals that, in Manchuria, POWs working in rice paddies would occasionally drown one of the caribou that pulled the plows, and the Japanese would allow the prisoners to cook the meat. He also states POWs in the Philippines sometimes captured snakes or sharks to eat. During his voyage from the Philippines to Japan, food became scarce. At one point, each POW was given only one spoonful of rice for an entire day. In Mukden (Manchuria), the food improved: POWs were given soy beans, corn, and millet, but Peck recalls ironically that the soy beans were too rich for the malnourished POWs and upset their stomachs. Peck describes many illnesses afflicting the soldiers including: malaria, tuberculosis, malnutrition, scurvy, beriberi, ulcers and dysentery. He explains malaria was so common that the Japanese doctors would give a sick POW one day off work but expect him to work again the next day. He reveals the Americans had their own Army doctors who examined POWs at night, but they had no medicine and only a few unsterile tools to work with. He theorizes that the Japanese themselves did not have enough medical supplies to go around. In 1945 at Mukden, Peck recalls learning about the atomic bombing of Japan from POWs who worked in factories and had contact with Koreans and Manchurian civilians. Peck describes the Russians liberating the camp and stripping the Japanese officers of their weapons in a showy ceremony. The POWs remained in camp for several days, and Peck reflects "there wasn't a whole lot of change except that you felt free." Finally, a team of American airmen dropped into the camp and evacuated POWs based on medical need. Peck was with the second group of evacuees because he was suffering from diarrhea and malnutrition. He outlines his trip home via Sian (China), Kunming (China), Manila, Guam, Honolulu (Hawaii), and California. Peck states he arrived back in the U.S. on September 6, 1945, relatively soon after the war ended. He was transferred from hospital to hospital on his way home, and he ended up at Walter Reed Hospital in Washington D.C., where his mother was living. Upon his release from the hospital, he went on vacation to a Leave Center at Santa Barbara (California) and joined his wife who was with her family in Spokane (Washington). Peck mentions that he had no long-term health affects from being a prisoner of war, but in 1946, he was diagnosed with ulcerative colitis in Spokane and given six months leave from the Army. Peck ends the interview alluding to (but not covering in depth) his service in the Korean War.

This series consists of prints selected primarily from Army Signal Corps photographs with some Navy photographs, to represent a visual historical record of the activities at the Hampton Roads Port of Embarkation, Newport News, VA. The photographs were taken from September 1942 through December 1945. Some of the subjects are aerial views, athletics, ceremonies and reviews, debarkation, embarkation, equipment, military units, personnel, prisoners of war, ships, supplies, war dogs, and wounded. There are many photographs in this series of women in uniform and civilian dress working as part of the Women's Army Corp and the American Red Cross. Throughout this series there are photographs of the post commander, Brig. General John R. Kilpatrick. Other personalities include Benjamin O. Davis, Jr. (336-H-9-L-5960), heavyweight boxing champion Sgt. Joe Louis Barrow (336-H-8-J-4338; 336-H-J-8-4040; 336-H-E-4299), and Private Richard "Red" Skelton (336-H-26-L-13235). All photographs in this series have an item number on the back of the print, and most photographs are captioned. The captions for albums 1 through 9 are located on the back of the previous photograph. In other words, when one opens an album, the caption is on the left page and the photograph is on the right page. The captions for albums 10 through 33 have been removed from the albums due to poor adhesive, photocopied in order, and placed in Box 18 of this series.

This series functions as a joint personality index for Record Group 342, Series AF ("Black and White Photographs of U.S. Air Force Activities, Facilities, and Personnel, Domestic and Foreign"); Series C ("Color Photographs of U.S. Air Force Activities, Facilities, and Personnel, Domestic and Foreign"); as well as providing access to a portion of P ("Photographs of U.S. Air Force and Noted Civilian Personalities"). The Personality Index is in two parts comprising some 60,000 index cards (3" X 5"), proceeding alphabetically through an estimated 40,0000 names (including multiple cards for the more heavily-photographed figures). There is near-comprehensive coverage of the formal portrait views, head-and-shoulders, or figure-seated-at-desk -- found frequently in Record Group 342, Series C and in Record Group 342, Series AF, and near-comprehensive coverage of the formal portrait views found in the "Generals" segment of Record Group 342, Series P (Boxes 123-189, spanning some 4,300 negatives). The larger portion of Record Group 342, Series P (Photographs of U.S. Air Force and Noted Civilian Personalities) is devoted to formal portraits of colonel-rank officers. These portraits are rarely represented in the Personalities Index, and can be identified only by consulting the Record Group 342, Series P "Colonels" segment itself. As for references to other kinds of images of individuals in Record Group 342, Series AF and Series C (appearing in group portraits, or appearing in views of meetings, tours, reviews, award ceremonies, and assorted special and routine operations), the Personality Index coverage is substantial but by no means comprehensive. Not every individual identified in every Air Force picture caption is represented in the Personality Index. High-ranking or particularly notable figures tend to be those indexed, although there are certainly many lesser known military personnel and civilians included as well. Altogether, the Personality Index includes listings for Secretaries of the Air Force, Chiefs of Staff, and other headquarters officials; area and functional command heads, wing and divisional commanders, and many other Air Force generals; war honorees, aces, test pilots, astronauts, and other aviation figures; leading Army, Navy, and Marine officials; U.S. Presidents, Vice-Presidents, Cabinet members, and Congressional and diplomatic figures; entertainers and other non-government celebrities; foreign political and military luminaries; and, as suggested above, a variety of lower-level U.S. Air Force personnel appearing in photographs of activities as diverse as aircraft maintenance, flight instruction, and religious prayer. Specific names in Part I (1954-1980) range from Air Force General Nathan Twining to Captain Alan D. Milacek (winner of an Air Force "Mackay Trophy" in 1970), from General Charles "Chuck" Yeager to Sergeant John Harrell (shown in a routine view of a maintenance shop at Phan Rang Air Base in South Vietnam), from President Dwight D. Eisenhower to Senator Strom Thurmond, from Ambassador Frederick Nolting to King Hussein, from Bob Hope to Cardinal Richard J. Cushing. Part II provides primarily citations to World War II and Korean War-era personalities. There is some overlapping of information. Some Korean War individuals and notables in early aviation history are also represented in Part I. Part II includes citations to such individuals as President Dwight D. Eisenhower; then Representative Gerald R. Ford visiting repatriated prisoners of war in Korea; and Secretary of State Dean Acheson signing an agreement to establish a long range proving ground for guided missiles in the Bahamas. Included too is a citation to Ambassador Averill Harriman in Russia awaiting the arrival of U.S. Strategic Air Force bombers to a Russian base. Too ranking Air Force personnel such as General Henry H. Arnold, Major General Harry G. Armstrong, Major General Curtis E. LeMay; Major General Claire L. Chennault, Lieutenant General George E. Stratemeyer, and Colonel George W. Goddard are cited multiple times. In many instances numerous notable episodes from their military careers are referenced. Photographs of Lieutenant Benjamin O. Davis, Jr. of Tuskegee Airmen fame is included in part II. Of interest is a citation to one image in particular of Davis rceiving the Distinguished Flying Cross from his father US Amy General Benjamin O. Davis, Sr. There are many citations to images of comedian Bob Hope with United Service Organizations (USO) troupes entertaing airmen on the frontlines in World War II and Korea. All Personality Index cards bear names and corresponding black and white or color item numbers (or, in the case of Record Group 342, Series P negatives, a reference to "General's Book"), specific portrait dates, plus, at times, "A," "B," or "C" designations (these suffixes represent multiple views of a given individual in Record Group, Series P).The majority of the images referenced in Part II are black and white. Beyond these basic references, cards vary considerably in terms of depth of information and mode of presentation. This variance is due in part to heightened workloads and limited staff resources in the picture depository over the years; in part to the absence of a fully-developed Air Force picture cataloging/indexing manual; and in part to late-1960's changes designed to bring the still picture cataloging approach in line with the motion picture cataloging approach used at Norton Air Force Base. While the majority of cards are devoted to single images, there are also numerous cards containing multiple-item listings. The majority of cards include systematic caption information (place, date that the image was taken, date that the image arrived at the central depository, organizational source, full content description, photographic process and format, and, increasingly after the mid-1960's, photographer). There are also many cards with only very cursory caption references. There are even widely-scattered cards bearing small contact prints of the respective personalities. Finally, the majority of cards contain some form of cross referencing to prints in Record Group 342, Series FH ("Black and White and Color Photographs of U.S. Air Force and Predecessor Agencies Activities, Facilities, and Personnel - World War II and Korean War") and in Record Group 342, Series B. Subject references appear as either a string of terms appearing on the top or bottom of the card (e.g., "Filed- Vietnam -- Maintenance -- Miscellaneous"), as is the case with the majority of the cards, or a numeric code entry appearing at the top (e.g., 040500, indicating the 04 Events/Activities category, notebook 50). At the same time, the cross-references do not always lead the researcher directly to the corresponding print. In some cases, the terms cited on the card have not been updated to match the Norton-system notebook headings introduced in the late-1960's. And, again in some cases, the numeric code entry does not take into account a non-Norton, geographic ("ND" group) notebook location. Hence, such print cross-references become clues, at best, rather than authoritative connecters.

The photographs in this series form a companion collection to the larger subject files compiled by the OWI, notably Series AA, LU, and MO. This series consists of a wide variety of photographic coverage, including training of U.S. forces, combat footage from the major war theaters, and home front activities. Of interest in this series are ground-level views of bomb damage in Berlin, Germany (folder 6); the members of the Army Air Forces' first class at the Tuskegee Institute, including Capt. Benjamin O. Davis Jr. (folder 24); copies of sketches by the Russian war artist Dementi Shmarinov (folder 46); and views of censors at work at Supreme Headquarters, Allied Expeditionary Force (SHAEF) (folder 9). Also of interest are several "panoramic" views of Soviet troops and captured German equipment on the Russian front (208-A-46-1 to -4, located at J/5/5/5). These consist of several 4" x 5" prints taped together to form the panoramic image. These photos were collected from the armed services and commercial news organizations; most photographs contain captions.
