Connecticut Representative and chairman of the Committee on Claims born in Norwich, Connecticut.

Born in Norwich, New London, Connecticut, a lawyer and congressman.
John Arnold Rockwell (1803-1861) was the younger of two sons of Captain Charles Rockwell (1768-1826) and Sally Arnold Rockwell ( -1803) of Norwich, Conn. His mother died when he was an infant, and he and his brother Charles William Rockwell (1799-1866) were raised by their aunt Betsey Rockwell (1762-1847). John graduated from Yale and practiced law in Norwich. He was active in Connecticut state politics and was elected to two terms in the United States Congress, 1845-1849. He was the principal promoter and president of the Norwich & Worcester Railroad Company.
John Arnold Rockwell (1803-1861), American jurist, Whig politician, and businessman. A native of Norwich, Conn. and a graduate of Yale (class of 1822), he was a member of the State senate (1839), and the judge of the New London county court (1840). He represented the state, as a Whig, in the Twenty-ninth and Thirtieth Congresses. Rockwell served as the chairman of the Committee on Claims in the Thirtieth Congress, and was the chief founder of the Court of Claims in Washington (est. 1855). Having lost his re-election bid in 1848, he practiced law before the Court of Claims of the United States until his death in Washington, D.C. on February 10, 1861. Rockwell and his brother Charles William Rockwell were actively involved in various enterprises having to do with the westward expansion, including land development, railroads, transportation, banking, etc. In 1836 they founded the Rockwell Land Company with the purpose of land development in La Salle County, Ill. Rockwell was married to Mary Watkindson Perkins (d. 1887).

After receiving his PhB at Yale's Sheffield Scientific School in 1858, Alfred P. Rockwell continued his studies at the Museum of Practical Geology in London and the Bergakademie Freiberg, focused largely on mining engineering and coal geology. After service in the Civil War, he held positions at Yale and MIT before leaving academia in 1873 to pursue other opportunities. He later served as president of the Eastern Rail Road and Treasurer of the Great Falls Manufacturing Company, a textile firm in New Hampshire. The small collection of the papers of Alfred P. Rockwell document his interest in coal geology during the period of his postgraduate study at the Museum of Practical Geology and the Bergakademie, 1858-1859. Although the correspondence is slight, the collection includes a suite of notes on collieries, coal mining technology, and the economics of coal. Of particular note in the collection are the eight notebooks on mining engineering (some containing sketches), including two volumes of notes on John Percy's lectures at the Museum of Practical Geology, 1858, three volumes kept during his stay at the Bergakademie Freiberg, including one on a course on metallurgy taught by Bernhard von Cotta, 1858-1859, and one of an industrial tour through Germany and Belgium (June 1859). The other volumes include two on collieries in northern England, and one including of production records for the Great Falls Manufacturing Company, 1879-1886.

The materials in this collection represent the business papers of Rockwell with the majority of items pertaining to the Norwich & Worcester Railroad Company. Box 1 includes three folders of Rockwell's correspondence arranged in alphabetical order by writer. Most of the letters pertain to his business interests in railroads. Also, there are some legal documents and business records. Folder 4 has business papers of Rockwell and other family members including receipted bills and promissory notes, 1798-1866, and folder 5 has the personal papers of Rockwell and family members including correspondence to him from his brother pertaining to railroad business, 1825-1859. The last folder of Box 1 contains what appears to be Rockwell's manuscript copy of his 1860 pamphlet States versus Territories, A True Solution of the Territorial Question. Box 1 also includes a bound account book (67 leaves, most blank and many torn out) for the period c. 1805-c. 1830s. It has been attributed to Betsey Rockwell. In addition to records of personal expenses, it seems to include records in the earlier years for a small business of selling milk and butter. There are also brief diary entries, some of which mention the activities of John and Charles. It is possible that the volume was kept by more than one person. Box 2 and the first three folders of Box 3 contain business records of the Norwich & Worcester Railroad Company, 1832-1859, arranged in chronological order. Folder 4 of Box 3 has materials pertaining to proposals for various canals, most of them in the New England area, 1821-1839 (many items undated). Folder 5 of Box 3 has correspondence and business papers of the Norwich Steamboat Company, 1827-1832. There are bills and accounts for the Steamboat Victory, 1831-1832; and there is one letter pertaining to the Norwich & New London Steamboat Company, 1858. Folder 6 of Box 3 has miscellaneous materials pertaining to various railroads in the United States and England, 1832-1867. These materials include business records, printed materials, newsclippings, correspondence, legal documents, and a few printed maps.

Morton, a commissioner appointed by the Circuit Court of the U.S. for the Southern District of New York (2nd Circuit), and deposition of libellant Moses French, given before William Simmons, justice of the Boston police court and the Justices Court for Suffolk County (Massachusetts). Augustus Peabody was attorney for the libelants; Hubbard Watts was attorney for the libelees. Several documents are in the hand of attorney John A. Rockwell.

Correspondents include John William Allen; Reverdy Johnson, Charles William Rockwell, Dixwell Latrhop, a member of the Rockwell Land Company and one of the founders of Rockwell Colony in La Salle, Ill., and others. Also included are a letterbook, plats, Dixwell Lathrop's notebooks, newspaper clippings, and the legal brief in the case of the United States, appellants vs. Charles Fossatt, regarding the New Almaden Quicksilver Mines (1857). consists mainly of the incoming correspondence of John A. Rockwell's youngest son Alfred Perkins Rockwell, a Yale graduate, mining engineer, Civil War veteran, and businessman. Also included the correspondence of the Perkins and Tisdale families, including Rockwell's father-in-law Joseph Perkins (d. 1832), a Revolutionary war soldier, Major of Connecticut militia, physician, and businessman, Simon Perkins, John Tisdale, Elkahan Tisdale, and others. The correspondence deals chiefly with the properties in Connecticut and the Western Reserve.

The collection consists primarily of correspondence from 1850 to 1859 between John Rockwell, the firm's counsel in Washington, D.C., and the firm's legal advisors in New York City, Goohue & Company and later Reverdy Johnson. The papers include correspondence with Secretary of State Lewis Cass, the President of the United States, and John S. Black, United States Consul in Mexico, concerning the lawsuit, Andres Castillero v. United States, in which the federal government tried to gain title to the mine. There are two Mexican newspapers for December 6, 1859 in the collection.
