As acting president, Pedro María Anaya complains about the difficulty of raising the promised 50,000 pesos. He claims this was due to the clergy's lack of cooperation of the clergy. Anaya is recruiting troops from the National Militia and gathering armaments, but the apathy of the people will make it necessary to pass severe measures.

"Army Chronicle," which Wilkins wrote about the Mexican war, contains pencil, pen and ink, and water color illustrations of army personnel,places, and a diagram of the army's route from Vera Cruz to Puebla, Mexico. Letters to his family describe the trip by land and sea from Pennsylvania to Mexico, military personnel, the country, the battles of Monterrey, Cerro Gordo, Churubusco, Chapultepec, the surrender of Vera Cruz, and the possible court-martial of William S. Harney.
