Edward De Russy was born into a family of ethnic French planters in the French colony of Saint-Domingue (now Haiti) on February 22, 1789. Two years later, soon after the birth of his younger brother Lewis, the De Russy family fled the violence of the slave revolution and settled in Old Point Comfort, Virginia.
At the age of 18, De Russy enrolled in the United States Military Academy at West Point, New York on March 20, 1807; he graduated on June 10, 1812, at the bottom of his class.
After West Point, De Russy worked as the assistant engineer for New York State's defenses and helped to build Fort Montgomery, Rouses Point on the Canada–US border. In the late 1810s, he became the Superintending Engineer of the defenses of New York Harbor. He was next assigned to the South, where he oversaw construction of forts along the Gulf of Mexico, serving from 1821 to 1825.
In 1825, De Russy returned to New York City, where he continued to build the Harbor's defenses, specifically Fort Hamilton. The Brooklyn Eagle reported that De Russy was the "engineer under whose direction Fort Hamilton was built, the corner stone of which was laid on June 11, 1825, and which was first garrisoned by troops on November 1, 1831." During his assignment in New York City, De Russy supervised the construction of the New Utrecht Reformed Church. He built his own residence on a hill in Brooklyn, which the Brooklyn Eagle referred to as "The Lookout" because of its position above New York harbor, on a ridge that became known as Dyker Heights at the end of the 19th century.
On July 1, 1833, De Russy was assigned as Superintendent of the United States Military Academy, which he led for five years. He was next assigned to supervising fort construction in Virginia and Delaware. Because of this experience, De Russy served as a member of the Atlantic Coast Defense Board from 1849 until 1854, when he was sent to San Francisco. He continued to build military forts and was named to the Pacific Coast Defense Board. In 1857, he was reassigned to the Atlantic Coast, returning to San Francisco in 1861. He died in San Francisco in 1865.
De Russy was credited with inventing the barbette depressing gun carriage.
In recognition of his service, on July 17, 1866, De Russy was posthumously nominated by President Andrew Johnson for appointment to the grade of brevet brigadier general in the Regular US Army, to rank from March 13, 1865, and the United States Senate approved the appointment on July 26, 1866.
De Russy was married to Harriet Elizabeth Taylor (1805–1834). Together, they were the parents of the following:
* Gustavus Adolphus De Russy (1818–1891), who became a brigadier general, serving as quartermaster at Fort Monroe from 1848 until 1857. He married Frances Clitz (1836–1901), sister of John Mellen Brady Clitz (1821–1897), commander of the Asiatic Squadron.
* John Allen De Russy (1826–1850), also served in the military; died at Fort Monroe in Virginia in 1850.
* Clara Louise De Russy (1829–1900), married William Augustus Nichols (1818–1869)
* Emily Caroline De Russy (1831–1857), who married Henry Jackson Hunt (1819–1889), who became a brigadier general.
After Frances' early death, De Russy married Helen Augusta Maxwell (1832–1908). Together, they were the parents of the following:
* Isaac Denniston De Russy (1840–1923), who became a brigadier general. He married Laura Requa (1859–1929).
* Laura De Russy (1853–1923); she married Washington Berry (1851–1921) in 1876.
* Helen Maxwell De Russy (1856–1901), who married Charles Hobart Clark (1851–1915) in a double wedding with her younger sister Sara.
* Fanny De Russy (1857–1925), who married Eli DuBose Hoyle (1851–1921), who became a brigadier general. Their son Rene Edward De Russy Hoyle (1883–1981) also became a brigadier general.
* Sara Wetmore De Russy (1860–1926), who married Arthur Murray (1851–1925); a career officer, he became a major general. They had a double wedding with her older sister Helen. Their son Maxwell Murray (1885–1948) also had a military career, becoming a major general. He commanded the 25th Infantry Division in Honolulu during the Attack on Pearl Harbor.
The senior De Russy "died while on active duty at San Francisco on November 23, 1865, aged 75 years, the oldest graduate of the Military Academy on active duty." He is buried at the United States Military Academy Post Cemetery.
There are five Forts DeRussy in the United States: Fort DeRussy Military Reservation in Honolulu, two in Louisiana, one in Kentucky, and one in Washington, D.C. The latter four were all built during the American Civil War. All of the forts were named for two brothers, René Edward and his younger brother Louis Gustave De Russy. Louis (also known as Lewis) graduated in 1814 from the United States Military Academy, two years after René but on an accelerated schedule. An engineer and career officer, he was assigned to Red River outposts in Louisiana in 1826 and made much of his career in that state.
At advanced ages, they served on opposite sides of the Civil War: René on the Union side and Lewis as a colonel in the Confederate Army; he was the oldest West Point graduate to serve on the Confederate side.
* DeRussy Drive on Dyker Heights was named for Rene E. DeRussy,, who built a house there while stationed in New York.

The Fortress Monroe items consist mainly of correspondence and invoices relevant to its construction and maintenance. The letters are addressed to Lieutenant Colonel Charles Gratiot, Lieutenant Andrew Talcott, and Lieutenant Colonel Rene E. DeRussy. The soldiers' letters relate to numerous family members. The voucher is from Virginia to Major J.E. Johnson for his pay while serving in the Provisional Army of Virginia, 1861. Three items are miscellaneous letters involving Ann G.O. Dick, Jessee F. Keesee, Truman Smith, W.W. Hatchett, or Sherman Burdick.

Papers chiefly consist of professional and biographical information collected by three researchers: 32 items, 1860-1925 and undated, compiled ca. 1941 by Presbyterian College professor Frank Dudley Jones, of Clinton, S.C., including letters from Robert family members; 98 items, 1867-1977 and undated, re photocopies and abstracts of Robert's papers in the Library of Congress, as used and annotated by Don Harrison Doyle for researching his 1980 book; and bibliography and partial biography, ca. 1989, compiled by Philip W. Ogilvie, including excerpts from Washington, D.C., newspapers, ca. 1890, re a controversy over the enforcement of liquor licensing laws in places of prostitution and District Engineer Commissioner Robert's charges of police corruption. Printed material includes article by Hodding Carter, "The Clubwoman's Best Friend," from Saturday Evening Post, 19 August 1961, re the continued reliance on Robert's book of parliamentary procedure.

C., noting the opinion of Ralph R. Gurley and mentioning a letter of introduction to Stephen Bloomer Balch. A letter, 1829 December 27, Joshua Howard, Fortress Monroe, to H. W. Griswold, discusses his desire to join the Ordnance Dept., and deprecates proposed candidate John Hills. Lynchburg druggest Howell Davies acknowledges an invoice from Seth Low & Co., of New York, 1833 January 11, and places an order for bottles syringes, snuff boxes and factory lamps. A letter, 1845 July 25, Rebecca Timmonds, a teacher in Rappanhannock County, Va., to Annie McLaughlin, Patapsco Female Institute, Ellicott's Mills, Md., describes life at her new school and comments on news from Patapsco. A letter, 1847 March 31, Joshua Peterkin, Frederick Md., to Thomas Hammond, Frrederick Co., Md., inquires about property in Allegheny Co., Md., belonging to the estate of a Col. Beall. A letter, 1848 Nov. 3, Emily A. Rutherfoord, Richmond, Va., to her brother John Coles Rutherfoord, Frankfort, Ky., relates news of family and friends and mentions the marriage of William Cabell Rives to Grace Sears. Gordon & Snapp, Winchester, orders 3 tons of pig iron from Joseph Marston & Company, Shenandoah Co., Va., 1852 February 5. James S. Griscom, Petersburg, Va., writes to Rene E. DeRussy [Old Point Comfort], 1854 May 29, regarding navigational improvements on the Appomattox River. [F. W. Risger?], Washington, D. C., writes to William G. King, New York, N.Y., 1858 May 28, concerning Capt. [J. L.]Cathcart's steam propeller boat and a Chesapeake and Ohio canal break. "Bee" writes to "Mollie" 1863 Sep 21, from behind federal lines conveying news of family and friends separated by war and describing a trip to Montgomery County, Md., and Washington, D. C. Letters written during the seige of Petersburg by John McGill, 1864 Aug 1 and [Mrs. A. J. Leavenworth?] 1864 Nov 17 discuss the purchase of property and scarce goods including shoes with a brief reference to the Battle of the Crater. [Pension agent?] Henri Bayard writes to his wife, 1888 Sep 4, describing pension day at the National Soldier A printed form letter from the State Central Committee of the Democratic Party of West Virginia is a call to action against the proposed 14th amendment and a solicitation for contributions. A handwritten list of signers and contributions is appended. Two letters from Edward D. Neill to Charles Deane, 1869 Sep 13 and Nov 12 on details in his History of the Virginia Company and expresses appreciation for Deane's colonial research. In a letter 1871 Mar 28 General William F. Barry requests Secretary of War W. W. Belknap to make an official visit to the Artillery School at Fort Monroe. [Pension agent?] Henri Bayard writes to his wife, 1888 Sep 4, describing pension day at the National Soldiers Home, Virginia, and being mistaken for her deceased father by a young child. Five letters from George N. Schuster to his sister Mary, Jul 1918-Jan 1919, humorously describe life in France and Germany, with a brief reference to the great flu epidemic. The collection also contains a document, signed by Harold Smyth, Wythe Chancery District Court Marshal, 1829 January 15, appointing Cornelius Baldwin Eskridge a deputy Marshall; a Baltimore Life Insurance Company application accomplished and signed by John H. Clack, with a forwarding letter to president J. J. Donaldson from agent Duncan Robinson,1835; two copies of an "Application of brothers and sisters for arrears of pay and other allowances," 1879 Jul 14, pertaining to the service of Albert Allmand on the U. S. Cyane and William H. Allmand on the U. S. Cumberland; and a printed postcard, 1909, describing and depicting Southern Seminary in Buena Vista, Va.
