Biographical History

Authority:

Alabama Government Manual, 8th ed., 1990.

In April, 1982, the Alabama Legislature created the Department of Post-secondary Education responsible to the State Board of Education. The Department, whose chief executive officer is the Chancellor, is responsible for the direction and supervision of community, junior, and technical colleges and for Athens State College.

The Chancellor is appointed by the State Board of Education and serves at its pleasure. The Board assigns duties to the Chancellor and is authorized to enter into a contract of service with the individual selected to that office for a period not to exceed four years. Qualifications for the post of Chancellor include academic and professional education equivalent to graduation from a recognized university or college, knowledge in post-secondary institution administration, training sufficient to qualify one to perform the duties of that office, and good moral character. The salary of the Chancellor is established by the State Board of Education. The Board also is authorized to provide an expense allowance to the Chancellor in whatever amounts and for whatever purposes deemed necessary and appropriate. The office of Chancellor is not subject to requirements of the state merit system.

Duties of the Chancellor include execution, enforcement, and interpretation of rules and regulations of the State Board of Education governing community, junior, and technical colleges and Athens State College; appointment of such professional, clerical, and other assistants as may be necessary, and general administration of the Office of Chancellor. The Chancellor submits an annual report to the State Board of Education on the first day of December, and other reports required by the Board. The Chancellor submits to the Board such budgets as may be required by the Department of Finance for each quadrennium and prepares such legislation as deemed needed for the development and improvement of the community, junior, and technical colleges and Athens State College. The Board also delegates to the Chancellor authority to act and make decisions concerning management and operation of community, junior, and technical colleges and Athehs State College. The President of each college is directly responsible to the Chancellor for the day-to-day operation of each institution.
