Elizabeth Ann Pannill Fletcher (born February 13, 1975) is an American politician. A member of the Democratic Party, she has represented Texas's 7th congressional district in the U.S. House of Representatives since 2019.
Born in Houston, she graduated from St. John's School before attending Kenyon College, where she earned Phi Beta Kappa honors, and William & Mary Law School in Virginia, where she was the editor-in-chief of the William & Mary Law Review and received the Gambrell Professionalism Award. She then returned to Houston, where she worked for the law firm Vinson & Elkins. Later, she worked at Ahmad, Zavitsanos, Anaipakos, Alavi & Mensing, where she met her husband, Scott, and became the firm's first female law partner.
Campaigning as a moderate in Texas's historically Republican 7th congressional district, Fletcher won the Democratic primary and defeated nine-term Republican incumbent John Culberson. In the 117th Congress, Congresswoman Fletcher serves on the House Committee on Energy & Commerce and on the House Science, Space & Technology Committee. She belongs to caucuses including the centrist New Democrat Coalition, the Congressional LGBT Equality Caucuis, the Congressional Sportsmen's Foundation, and the Gun Violence Prevention Task Force.
