George Howard Smith was born on December 2, 1898 in Astoria, Long Island, New York. He was a political scientist, author, and secretary of the U.S. Senate Republican Policy Committee. Smith died in Shelton, Connecticut on December 3, 1962. Smith attended the University of Michigan (M.A. 1928) and Yale University Graduate School, fellow (1935-1936). He authored several works on U.S. politics with Charles A. Beard and others. Smith married Elizabeth Wehner in 1919 and had two children, Nancy Jean and Mary Elizabeth. He married Josephine Burba in 1942.

Smith, born in Upton, Massachusetts, earned A.B. and M.A. degrees at Woodstock College and was ordained in Italy (1927). He travelled and studied throughout Europe and earned a Ph.D. from the Gregorian University in Rome (1928). He taught modern languages, European history, and church history at Weston College and Boston College. Smith was a distinguished linguist who read and spoke ten languages. He was passionate about horticulture and fishing. Smith died in 1962.
