David M. Hickok was born in Mt. Vernon, New York, on October 7, 1924. He received a bachelor's degree from the New York State College of Forestry, Syracuse University, in 1947. His professional positions have included: President's Review Committee for Alaska (1965-1966), Planning Officer for Natural Resources, Federal Field Committee for Development Planning in Alaska (1966-1970), Director, Sea Grant Program, University of Alaska (1970-1975), and Director, Arctic Environmental Information and Data Center, University of Alaska (1972-1988).
