Illinois state representative, 1967-1976. Member of the Republican Party. Born On November 30, 1913, in Peoria, Illinois. Attended University of Illinois. Practicing attorney in Peoria (1939- ).

World War II veteran. Taught political science and business law part time for Bradley University in Peoria. Served as Peoria mayor (1961-1965). As state representative, served on: Insurance Committee (1967-1969), Water Resources Committee (1967-1968), Constitutional Study Commission as secretary (1967-1968), Constitutional Convention and Municipalities Committees (1969-1970), Constitutional Implementation Committee (1971-1972), Judiciary II Committee (1971-1974), and Organization of the General Assembly Commission (1973-1974). Presided as chairman of Challenge Consent Calendar, Legislative Reference Bureau, and Higher Education Committee (1973-1974).
