Wendell Ellsworth Hulcher (1922-1999) was a U.S. Air Force pilot during World War II. From 1952 to 1954, he was a consultant for the McKinsey Company, then a manager for the Ford Motor Company from 1954 to 1967. He served as Mary of Ann Arbor, Michigan, from 1965 to 1969, and was a staff member of various U.S. Government agencies from 1969 to 1979, including the Office of Intergovernmental Relations, American Revolution Bicentennial Commission and the Small Business Administration. Hulcher was a professor business and economics at Florida Southern College from 1979 to 1993.

Wendell E. Hulcher was Republican mayor of Ann Arbor, Michigan serving from 1965 to 1969. He had previously served as a city councilman, 1960-1964. After leaving office in 1969, Hulcher served as deputy director in the US Office of Intergovernmental Relations, 1969 to 1971, and as a staff member of the American Revolution Bicentennial Commission. From 1979 until his retirement in 1993, Hulcher was a professor of business and economics at Florida Southern College. Wendell Hulcher died in 1999.
